Slow scrolling speed with scrollbars

Hi,

I've noticed that scrolling via the arrow buttons of the scrollbars or when using arrow keys is quite slow (like 1 pixel per keypress). I found the property ScrollLargeChange and ScrollSmallChange set to 50 and 1, but increasing SmallChange has no effect. Is this the right place to look at? Is ScrollSmallChange used when scrolling with arrow keys and where exactly is LargeChange used?
